The depth of ignorance displayed at the conference by senior officials is breathtaking. Road fines etc were not suddenly all introduced in ten the UK at the rates they are now - it has been a process of decades to get to where they are now. One thing is the number of offences has gradually reduced making the serious ones all the more serious.....for instance the correct sequence of speeding at over 100 mph could in theory attract a £10,000 fine as well as a ban.
