I have been scouring their website (translating all the pages) and can't figure out anything other than "just show anytime after 5:30am and get in the queue" or something like that. (Their cardiology clinic is a completely different ballgame though.) With Chula and other govt hospitals little can be learned or done online or by phone. You have to go in person and if you do not speak Thai, have a Thai speaker with you. Expect long waits and lots of red tape. trade off is, much lower costs.
