Baby mauled by Tiger on Samui - Thursday 22 July

Samui Aquarium and Tiger Zoo perhaps.

 

Not being reported in the Thai press. Without an official statement, and there doesn't appear to be one, the Thais will be able to keep this out of the news. Local papers are very reluctant to report without an official police statement or one from the zoo.

I think they also have tiger-petting at Namuang Safari Park by Namuang Waterfall 2. It has been mentioned at Trip Advisor and is also an activity at their own homepage

However, it's been years ago since I last visited the Namuang Safari Park, but at that time they had no tigers.

 

The other possibility is as mentioned by @Briggsy Samui Aquarium & Tiger Zoo, where they also provide a possibility of a photo together with a tiger, and sometimes together with a baby tiger. They also have a tiger show, but not free-walking tigers.

The story was reported in Khaosod this Sunday 25/08/19.
It was a 6 year-old male leopard.
The director of the Safari Park said the child's grandfather opened the wooden door to the cage and when he saw the leopard he froze and didn't shut the door. The animal came out and attacked the child. Staff at the park quickly pulled the animal off and ushered it back in its cage. It was all over quickly with the animal only being free for 10 seconds.
The child has been discharged from hospital and is already back in Israel, with the safari park picking up the hospital costs.
Measures have been put in place to prevent it happening again.
The CCTV footage of the incident from the Khaosod article does seem to bear out the director's version of events.
