Pattaya: 4 AM opening is great - but pubs must be "socially responsible"

A leading entertainment industry personality in Pattaya has thrown his weight behind plans for an extension of opening hours in Pattaya saying it is definitely a good idea.

 

But he has cautioned that with the extra trade must come extra responsibility for societal issues.

 

For example pubs and clubs should have alcohol testing stations to tell patrons when they are over the limit to drive - and they must help them get home. 

 

And he has suggested that the best place to pilot the project is Walking Street. 

 

Damrongkiat Pinitkarn is the secretary of the entertainment and tourism industry in Pattaya and an executive at the Hollywood pub.

He told Sophon Cable TV on Facebook that tourism minister Pipat Ratchakitprakarn's plans to extend opening hours to 4 am to boost tourist spending is a good idea and people in the industry in Pattaya agree. 

 

But he understood that people had reservations from a safety and moral standpoint. Along with extra profits there would also probably be more drinking and driving and pubs and clubs must play their part in helping to limit the impact. 

 

He suggested the following three point plan.

 

1. Pubs and club must not allow any under 20's to drink in their establishments. 

 

2. The clubs should have alcohol testing stations to determine when patrons are over the limit. If they are the clubs should get them a cab or public transport or have a service in place to take them home themselves. 

 

3. An area should be set up where tourists can get a fair price for public transport to take them home. 

 

Damrongkiat believes that Walking Street is the best place to set up a pilot scheme for extending the opening hours to 4 am. 

 

The area is easy to control safety-wise and is a "landmark" in Pattaya, he said.

Everyone already knows that all clubs on Walking St opens wayyyyyy past 4am anyway. That would be an early close. Unless the coppers come and spoil the fun for everyone and tell them to close. As to getting fair priced transport it's easy. Just get jump on a songtaew for 10 baht each trip.

Yes its ridiculous. The whole point of extended opening hours is to make people spend more, so bars should encourage binge drinking.

People have less to spent nowadays, open till 4 A.M. that means go later and spend the same, no revenue from 18.00 till 22.00 

Staff need to stay longer, cost more, police need on full force, cost more, Hospitals need more staff, cost more, people stay longer in the hotels or home and don`t spend any money inside the city

And yet when you go back to the time when the bars were open 24 hours in Pattaya there were hardly any fights despite the demography we had then and the amount of booze that was consumed.

 

Still, demography changes, as does behavior.

Does anyone else think they are targeting the wrong areas? As this is meant to be an exercise in getting tourists to spend more, how many tourists drive to Walking Street? It shouldn't affect any long term ex-pat as they understand the rules and, reading TV, nobody would ever do that anyway..........:thumbsup:

 

But more to the point, they seem to be overlooking the 'Stay Calm 101, Rule 1: You should never tell a drunk person to do anything.

 

How many fights are going to break out at these alcohol testing stations?

 

IMO, they should be looking at proper security measures as the number one concern. Extending opening hours still gets you to the same bottleneck when it comes to kicking out time.

Let's check the numbers.

 

1/.. Fail.   Underage people 

2/.. Fail.   Alcohol testing 

(Not sure if that's consumption or the actual content of the drinks)

3/.. Fail.   Fair price transport 

 

You couldn't make this stuff up if you tried.. 

Maybe it loses something in the translation.
