These are Ministerial regulations not laws. Charging a different rate for foreigners and Thais is now an official MoPH policy whereas they previously had no policy on the matter. However what they list in this directive as maximum fees for foreigners is in most cases much less than is cutrently charged even in hospitals without dual pricing. Basically government hospitals just do not follow the MoPH stated prices (which are unrealistically low) and there is no reason to expect they will suddenly start to. If by some miracle they did, costs for foreigners would go down not up. But don't hold your breath.
