How about in the hills of Kao Yai, just build a city there, where flooding would  be

much less of a problem. I believe it is mostly public land in that area. Some of the area would be flat enough to build an airport near by as well.  Just a suggestion.

Well, you only have to look at a map, and Saraburi is a on a kind of traffic nexus, and is not too far away from the economic centre of Thailand (East BKK down to Rayong), a major tourist artery (Bangkok and Ayutthaya to Changmai), and a labour source (Khorat and Bangkok). Its not far from the main airports, and is connected to the road routes to Burma, Laos, and Cambodia, and it's just off the floodplain. New capitals have a tendency to be centrally located, so it seems likely that the zone from Saraburi to Chachoengsao and adjoining bits of Nakhon Nayok, NE Chonburi, and Pluak Daeng of Rayong will be considered.

There are still many manufacturing industries in Bangkok which should be moved out. Also the wholesalers can be moved out. Bangkok can remain as the financial centers and headquarters of regional companies. Government services can remain while universities should be re-located. There should also be a moratorium on new condos, hotels and malls.

The first priority now is to establish mutual understanding among the people to make sure they and the government are on the same page.”

And what page would that be? is it the page where the pigs take over the (funny) farm.?

"Prayut also said at the seminar 14.6 million citizens had registered as low-income earners eligible for state welfare, though he believes the number should be higher."

This should be the lead of the story. Nearly 20% are eligible for welfare.
