Why because it's all about perception here in the LOS; it's not what you do but how you look to everyone else in the Kingdom. Can you just image the local New York Police or City of London police creating such elaborate pieces of artwork for every bust like this; no it would be a whiteboard and sick on artifacts and photos at best. They would spend their valuable time actually investigating and apprehending criminals rather than wasting resources, time and energy on creating useless mosaic displays and looking pretty for press conferences.
