The license plate must be legible at all times, how to keep it clean driving in salty sleet is not in the Law. Also, pieces of paper obscuring part of the plate are gladly fined for. Think that would apply here as well, although the number of white license plates is getting ridiculous, and I have yet to see someone being pulled over for evading photo-fines.
