No, there is not.

 

If she is Thai she can get this done for free through the government system. From the amount I suspect she is either talking about a fairly inexpensive private hospital (in which case definitely not bumped up by foreign boyfriend, that is much less than they'd charge a foreigner!) or about a government hospital but not the one where she is registered., or outside the government channel.

But this was not healthcare, which is usually subsidised by the tax payers of the country, it was a cosmetic procedure in a private hospital/clinic.
