Phraiphiw Phumiphu had been working outside the prison gates when he suddenly ran off. He had previously served time for theft but had reoffended. He was described as "unstable" by the press and "dangerous" in a poster that mentioned a reward of 30,000 baht for information leading to his capture. So Nam Na...you asked for it... a person who dangerous and unstable you let go and work outside, i'm surprised that even more prisoners hasn't ran away using this logic..
