Maybe those submarines won't be such a bad idea after all.

That should solve the traffic congestion either that or it's a good time to invest in boat companies!

I used to renew my Non-B and do my 90 day reporting at Samut Prakan immigration, right alongside the river.  The car-park was constantly flooding, and a water pump was in operation 24/7; that was at least 10 years ago.
