Unclear from the article whether this individual's arrest resulted from a hotline tip or from a "routine sweep" of the area.

Sure! I think a comment made by a person that think foreigners contribute so much that the local economy will not survuve without them. 

Or, it can also be that you think he contributes so much, so that will make it okey for him to break the law.

The man is  a law breaker. he is no loss to anyone, bar the person he rents the house from, who probably shopped him in the first place.  Good riddance to him and all like him.  They are the ones who cause this type of problem in the first place. Thailand is better off without them, probably his home country too.
