BANGKOK(NNT) - The Thai government and UNHCR have agreed to work together to improve the country’s immigration screening system to prevent illegal entry, and protect refugees facing danger if returned to their country of origin.

UNHCR’s Representative in Thailand Giuseppe De Vincentiis yesterday made a courtesy call on Deputy Prime Minister Wissanu Krea-ngam, where the two discussed an enhancement of Thailand’s operations regarding immigration and asylum.

The DPM expressed his approval of the close relations between Thailand and UNHCR, stressing the Thai government’s determination to work closely with the UNHCR on international protection, in both Thailand and foreign countries. He thanked the UNHCR for constructive suggestions on the drafting of the Prime Minister’s Office regulation on the screening for, and protection of refugees seeking entry into Thailand who cannot be returned to their country of origin.

Suggestions made by the UNHCR have been thoroughly considered by related Thai agencies, while the draft regulation is on track for Cabinet’s approval this year.

The DPM said the adoption of such screening protocols is considered new for Thailand, and will involve many agencies, while at the same time it will have to deal with complex legal and administrative matters, budgeting, and communications with the general public.

The UNHCR’s representative said the meeting was a good opportunity for both sides to discuss important matters affecting refugees, and praised the Thai government’s determination to address refugee issues. He has promised that the UNHCR is willing to cooperate and help develop concrete outcomes from refugee policies, adding that the drafting of the PMO’s regulation will succeed with the solidarity of Thai people.

Both parties discussed support for the development of Thailand’s refugee screening protocols, on which the UNHCR has offered to provide academic knowledge, including studies of similar protocols adopted by various countries, each addressing a different context, and to improve the capacity of Thai officials in specialist areas of the agency.

At the end of the meeting, the Deputy Prime Minister stressed the Thai government’s determination to create effective screening protocols, and the preparedness of related agencies to adopt such a system, such as the Immigration Bureau’s latest initiative to set up an investigative command to specifically address refugee cases and screening. He also asked the UNHCR to expedite the placement process involving third countries for genuine refugees.

I know some Pakistani Christian refugees / asylum seekers. They are receiving small donations from churches and some not. They are not allowed to work and dont get single penny from UNHCR, no education, food, shelter and plan for their life. Most of them are religiously persecuted in Pakistan and their cases have been closed. I must say UNHCR is biased against Christian from Pakistan.

To me this article suggests lots of dancing around the issue of actually committing to any suggestions.Lots considering and expressions of determination and approval of close relations but definitely not any commitment to actually do anything.More like there is the door feel free to use it!
