Planning and building regulations

In Bangkok, does the city set planning and building regulations or does each khet have its own set of rules?  And is monitoring and enforecement the responsibility o the town hall or the khet administration?

 

Simply walking around there seem to be substantial differences across Bangkok so in practice there would seem to be local rules or local enforcement (or lack of it).
