90% sure it was a boilerroom scam, prolly some braindead ponzi sheme with victims in china and "forex trading" is way too nice of an abbreviation. Either that or a remittance service that helped chinese to escape capital controls or clickfraud stuff, hence the 15 phones, a la: http://www.khaosodenglish.com/news/business/2017/06/12/chinese-likes-farmers-arrested-thai-border-town/

 

All we know is that it wasn't in any way a legitimate company or they would be licensed in China. Just a bunch of scammers most likely.

 

Other chinese have been caught forrex trading before and the ruling was that they didnt breach work laws, this case:

Stock trading doesnt need a work permit.. 

Forex trading (and I am told commodity trading) apparently does.
