The solution to this real problem is pretty easy (And works already in a lot of europeans cities)

when the tram is in function create big free parking lots for coaches near the

tram terminus outside of the city, then prohibit access to the city center to

ALL coaches (With big fines and real enforcement)

problem solved

The Tram Line may work if the carriages are designed in such a way that they actually float.

They could fix the baht bus-network for that price much cheaper,  Color code it and add more routes. Tram will cause cnogestion.
