Same requirement at the consulates in the UK. Several embassies in Europe requires a confirmed ticket incl. Arrival and Departure dates. As @freeman01 posted (#17) you could of course do like this: whenever someone asked for a flight ticket, book refundable ticket, show ticket, cancel ticket --> free refund, no fees ---> victory, you hacked the system ! I did not have a flight ticket, just mentioned a flight number I usually use. All went fine and had the passport back in a few days.
