Take Helium as in our countries. It's not flammable. 

If they change the law, the best thing to do is to ban the balloons

As are the plastic bags in the shops, banned from the next 1 january

they are a single plastic use and a pollution source

Balloons are fine. Not many party-goes set fire to them. Where is the source of combustion. Oh wait cigarettes. There is the real danger?
