OK, but an obvious big picture question; why is this applicable to Phuket only? Driving laws in Thailand are national laws, all aspects of these laws should have national application. Another example of lack of basic knowledge by the powers that be, so sad, especially in terms of improving the overall attitude to serious respect for and application of any / all laws.
