OK, but an obvious big picture question; why is this applicable to Phuket only?

 

Driving laws in Thailand are national laws, all aspects of these laws should have national application. 

 

Another example of lack of basic knowledge by the powers that be, so sad, especially in terms of improving the overall attitude to serious respect for and application of any / all laws.

It can be difficult to get photo of license plate because so many Thais paint them white so they are not readable.

So your going to have people riding on a bike or driving a car and trying to film someone breaking the law while they are themselves breaking the law ! ????
Not to mention the amount of armed or tooled up people who will take offence to being filmed and start on the person filming .

Why not stop them? Noise terror by manipulated exhaust engines e.g. can, in my understanding, be considered a threat to the public and thus allow a citizen's arrest.
