That is the first step in a mentality approach. All other countries where you see flashing lights triggers an immediate response to slow down. I my 12 years here, I never saw a patrol car stop a contrevenant on the roads. I know regular traffic police have old pick-up truck but VIP escort have the new BMW and Camry. Road block do not stop bad driving ! They have to modify traffic laws too so a faulty driver or uninsured car can be towed away at the owners expense and the cars sold after 6 months if not claimed.
