Surely Madam can assist. IIRC it needs email address and a phone number (which needs to work as a one-time password will be sent there) . EDIT Once it's working don't hit "logout" as you'll need to go down the OTP route again, just close the App and it will be logged in next time you run it.
Lacessit
I've never had a problem paying my electricity bill at 7/11 or Tops, so I think Tesco Lotus has shot themselves in the foot with me. Not that they would know. What genius in their back office thought this up?

In fact I am surprised that this hasn't already happened in a 3 hour old thread. Well I would not make it Thais hating us, but it is at least very annoying to not be able to join anything at all. I blame gov. and not Thais in general, I do believe the high level gov. does not like us at all too. No more wallet + discount on Lazada, no wallet + discount on Grab (but rising prices), no more cash payments at Tesco etc etc etc. Discrimination at least and quite silly as a small family myself, having to pay more when I get back alone but pay less when going with wife (in Grab). Roy Baht
That's weird. Why would people need an ID to pay bills? I would let anyone pay my bills if they wanted to. 1

I can't say specific to Tesco, but for most transactions there is a work around for entering a passport number or Foriegner ID card number. However staff sometimes don't know how. "Cannot" is the default response in Thailand to anything someone does not know how to do, or does not feel like doing. Next time politely but firmly ask for a supervisor. Popular Post samsensam
no need to get mad, it's probably a lack of staff training. if you're going to live here long term you need to get into a midset accepting that these things are going to happen now and again, you could help yourself to resolve problems/issues by learning thai. the best approach is expectation management; staying polite and calm, it will make your life happier. 2

As Sheryl already posted a fantastic response to this in another thread, "mai dai" in Thailand rarely means that the feat cannot be accomplished. More like; I don't want to do it, I can't be bothered to do it, I don't know how to do it and don't want to admit it, or I don't like you so get lost please. I suspect that 95% of the time when a farang gets the good old "mai dai" or "mai mee" it's what we could call in the west a bare-faced lie (or bold-faced or bald-faced depending on where you live). They don't want to deal with you. The concept of giving good customer service and getting a "customer for life" with the income that brings to your business is alien to them. Well, it's their country after all, let them do what they want. Edited January 19, 2020 by SteveK
