Congress had approved the money to Ukraine, but Trump asked for a "favour though" before releasing the money. It is extremely troubling that he asked for dirt on a political opponent, but the argument about abuse of power would still hold if he asked the Ukraine to prove that e.g. Dahmer was a serial killer in order to release funds that he had no right whatsoever to withhold.
