Non-O multiple Visa in Savannakhet 2020 (based upon marriage)

Yes, as named, a multiple entry visa.

I don't travel as much these days but previously once I was over 3 entries the IO started marking them like 4,5,6 etc.

That depends upon whether Laos opens up their border crossings by then and if Thailand will allow you to re-enter the country.

Just keep an eye on the news is all you can do. 

If you need to stay longer than your current 90 day entry you can apply for a 60 day extension to visit your wife at a immigration office.
