Sorry, I never found a conclusive answer to my satisfaction. Two different Thai agencies came up as possible regulatory authorities but given the language barrier coupled with what appears to be vague laws, I have not been able to find a definitive answer. I am guessing and this is only a guess; they are not specifically outlawed and not actively or vigorously regulated. There may be some requirement to register a crossbow with some agency that doesn't have the means to enforce their jurisdiction. But please don't take my word for it.

I would guess if a "falang" owns one it is highly regulated and illegal and if a Thai owns one it's fine.

 

Seeing how pellet guns are reulated I would be even more convinced a xbow is. In my home country I got my first pellet gun at 7. After 17 yrs here I am still amazed at how backward this place is.
