PS: Meghan is a US citizen and should be able to arm herself (in compliance with California state, county and city laws).

OK.  Good point. So is she bringing Harry in on a spousal or K9 visa?

It has nothing to do with status or trying to be ordinary. Prince Harry will always be the son of Prince Charles and brother to Prince William, future Kings of England, and as such is a permanent risk to the UK monarchy.

Security is necessary and should be funded by those at risk.

It is not without precedent, for security reasons during the Greek coup of 1967 the Queen's mother in law was evacuated by the UK government and taken into Buckingham Palace.
