Prince Harry will always be the son of Prince Charles and brother to Prince William, future Kings of England, and as such is a permanent risk to the UK monarchy. Security is necessary and should be funded by those at risk. Last thing ANY President wants to deal with is some tragedy afflicting someone of Harry's former status. So it's more of a courtesy than requirement. Now that he and the third rate actress have left the Royal employ, the US taxpayer should not be paying for their security since that moral hazard is no longer there. They can afford their own security if they feel they require it.
