According to The Alien Registration Act BE 2493, a foreigner must carry either a, for the country, a valid ID card or Passport. If not he can be fined 1 000 baht, and also must be able to provide his Passport or ID at a later time. If this is enforced or not, is irrelevant. The law is the law, and they can chose to enforce it at any given second. You could produce an MC license, which at present time is considered as a valid document of identification inside Thailand.
