Doesn't your friend know anyone like an expat with a bank account? That friend can give your friend the equivalent to €1000 and change the money later. My wife tells me the only stores open in all the shopping malls are supermarkets. There's another exchange in The Mall - I think is called Twelve Victory, also closed.
