Siam Chon News reported that fire services attended after a transformer exploded into flames in Walking Street, Pattaya last night amid heavy storms.

But rather than cordoning off the scene it was simply left until morning for electrical authorities to sort out.

Wires were hanging and exposed.

Panumat, 28, said no one thought it was still dangerous.

He said he saw a male pedestrian felled by a bolt of electricity.

He got up then was struck again.

Sawang Boriboon found the man in a pool of blood as the rain lashed down and sparks flew.

They gave first aid then transported him to hospital.
