In some parts of the country, especially the large cities, that is true. The government health care in some areas is still pretty weak. Also, at the better government hospitals, the quality of the treatment is good, but you can easily wait six hours before getting to see the doctor. There is a reason why Thai companies tend to provide basic health insurance for their staff. You could pay a social security fee for her, that would cover even more than health (at government hospitals).
