Government needs alternatives if state of emergency is lifted – DPM Wissanu

An alternative legal mechanism must be put in place, in parallel with the Communicable Disease Act, if the current state of emergency is to be lifted, otherwise there will be no legal instrument available to cope with a possible second wave of COVID-19 infections.

 

Deputy Prime Minister Wissanu Krea-ngarm said today that he has been assigned, by the Prime Minister, to work with General Somsak Rungsita, the secretary-general of National Security Council, to develop a formal mechanism to be used to address any secondary virus outbreak, after the state of emergency is lifted.

 

He explained that the Emergency Decree itself cannot be revoked, although state of emergency itself can be lifted. Section 5 of the Emergency Decree, however, empowers the Prime Minister to issue mandates to deal with an emergency situation, which must be endorsed by the Cabinet within 3 days of promulgation.

So update the Communicable Disease Act so that it becomes a tool that can be used to control Disease outbreaks!
Excluding powers to arrest critics people without reason, blanket immunity, media censorship and absolute power to one man!
No one would mind in the first place if they weren't miss using the SEO but guess they just can't resist.

So even if the SOE is lifted the PM can still issue mandates, empowered by a decree that cannot be revoked?

Problem with that, is that there would be either a clause that ALL elections must be delayed by the amount of time the virus was present (to give them an opportunity to repair the country and not be voted out)  or that any election cannot be held whilst even 1 patient still is infected or COULD be infected, which would drag on endlessy

Once the fear of Covid has gone so the control, then the real fears begin of social unrest and an uprising of the disgruntled populace.  Yes you'd better invent this "Second Wave" scenario ASAP.

Yeah, tighten those screws at each and every slight to serious opportunity. Never hesitate to use every possible chance to remove any semblance of inalienable human freedoms.
