The problem is we cannot tell the difference until they smash a window. There is a side-by-side photo online of a black girl with her protest sign. The second part shows her, minus sign because her arms are full of merch as she comes out of a looted store.

They did act with impunity. They thought the systemic endemic racism, would go unnoticed and unchallenged, and it did for some time until PUBLIC outcry.

This racism is systemic and epigenetic now.

*Impunity* means to "Exemption from punishment*

They immediately got sacked from their jobs and after consideration, they got arrested and charged .

So, they didn't act with "impunity"

You don't do it when you still have options including local and state law enforcement and that state's national guard, which all have been upgraded following 9/11. To give Trump that power at this date means he could call out the military to quell protests when he loses the election but refuses to leave office. A real possibility. "The election was rigged!"

Hindsight is wonderful.

 

Unfortunately they believed they were acting with impunity because of past precedent.
