Chhay Sivlin, the president of the Cambodia Association of Travel Agents,

Sivlin expects cross-border travel to return by early 2021, but only between neighbouring countries. “The beginning of long-haul travelling is expected to resume in mid-to-late 2021,” she said. “Travel bubbles are still a very new concept, and for it to work potential partnering countries would have to ensure their respective countries are Covid-19 free.”

he hugely profitable, and illicit, online gambling sector. Philippines and Cambodia.

For reference, online gambling was banned in Cambodia towards the end of last year and tens of thousands of Chinese workers lost their jobs and returned home.

Another six to eight months of isolation? So they are going to sacrifice thousands of hotels, restaurants, bars, tuktuk and taxi drivers, travel agents and other tourist services? Surely the government can't be that harsh, not to mention stupid and senseless? Surely the travel agent spokesman is a complete fool? Oh wait, this is the (millionaire infested) government that  slashed the 2021 state budget in half.

Which government cares? For sure not Hun Sen and Cco. They aren't affected

I assumed it was for the online betting facilities. Same as POGOs in Philippines.

these were shut down/outlawed in past year

This refers to casinos in Sihanoukville and on the Thai and Cambodian borders. But for the latter , it is mostly Thais who go to them which means the border will have to be open for at least that purpose or else no point in opening.

Maybe the idea is to create pressure on the Thai govt from Thai gambler...as to my understanding the persistant closure of the Thai-Camb border is Thailand's decision and Camb has repeatedly asked for it to be opened.

Business has been bad for the Poipet casinos for the past 2 or 3 years because under the current regime, underground casinos in Bangkok have been allowed to flourish. The rumours are that several of them have no plans to reopen in the foreseeable future irrespective of the border situation.

Yes indeed and quote:-

"estimated 200 casinos are expected to restart"

BUT please note, for gambling at "tables" and slot machines only - as I previously stated, on-line gambling is now BANNED in Cambodia.
