dabhand
This is a list as of 15 June. It is in Thai but the hotel names / locations are also in English. http://hsscovid.com/files/State-Quarnatine-100663.pdf It was noted on this website (in Thai, but you can identify the links by trial and error) http://hsscovid.com/

treetops
You haven't said in your post what nationality he is. If he's Thai then the list in post 3 is correct. If however he is non-Thai then he will need one of the paid for options which go under the title of Alternative State Quarantine. There's a list of them on here somewhere but you'll have to search for it, or hopefully someone will post a link. I found this, but I've a feeling there are more now. http://www.thaiembassy.org/doha/en/news/3422/119035-Alternative-State-Quarantine-(ASQ)-in-Thailand.html

The Fat Controller
None, so far. I guess they don't want foreigners traveling too far from the airports, so I wouldn't hold your breath.

LALes
I dunno how they are doing it but the Jomtien Palm Beach Hotel is full all the time. Gotta be quarantiners. Whether they are all Thai or not I don't know.
