Either way, decide whether your tailbacks would be due to the lack of new customs sites, or glitches of something, or belligerent French industrial action, or holiday traffic overloads, or road accidents, or suspended ferry crossings, or Extinction Rebellion blockades, or whatever. It's the EU that collects those tarifs, when the trucks arrive on the other side - We are just checking the paperwork before they get on the ferry to avoid tailbacks on the other side.
