I don’t know what’s worse the fact that he extended his tourist visa at 1900 baht a go or the fact that the immigration officer didn’t even advise him he doesn’t even need to get his wallet out as the amnesty is giving him a free visa until July 31... 555

As mentioned already, that not-used-yet 30-day extension of stay application was his 'life-line'.

By applying for it, he was then able to apply for the 90-day Non Imm O Visa.

Such an application has to be done 15 days (some offices require 23 days) before the permission to stay from which you apply expires. 

So he would have been short on time from his Amnesty 'extension' to apply for it.

On top of that, some IOs don't accept an application for a new Visa (or a 1-year permission to stay) when you are on the Amnesty extension.
