You misread.  Businesses owned by westerners, property owned by Thai's.  Hence the words, "Thai landlord."

A landlord is the owner.. the person who rents the business is the tenant, the person who runs the business is a manager.

Not entirely correct.

 

A westerner could rent a property and turn it into a sports bar, a massage shop, a restaurant etc.  Yes, he is the tenant, but he "owns" the business, not the Thai landlord.

 

The Thai landlord owns the property, that is, the land, and the bricks and mortar, but that doesn't mean he owns the TV's inside, the furniture, and whatever else the western business own installed.  The business owner owns them, because he bought and paid for them, and when he leaves, they can go with him, unless he sells "the business" to someone else and leaves them in place.
