On the other hand a proper and prompt professional investigation should have found these folks quickly after the incident, therefore their comments, evidence etc., all quickly in the investigation process and investigation decisions many years ago. Also, how many committees, investigations, reviews of this matter is the PM going to order, seems like several already in the last few days plus widely varying time frames/deadlines; 3 days, 7 days, 30 days. Justice would have been served, up to a point, and the driver would already be free since a long time ago without this incident messing up his life forever.
