Much to the surprise of many. Often underestimated, but the "self healing powers" of capitalism will inevitably come into play quickly. Some financially "strong hands" will be glad to gobble-up the businesses, currently in financially "weak hands" at a heavily discounted price. Not to forget, that there is a lot of "pent-up" demand by people that miss the "Pattaya-Experience". I'll not be surprised at all if Pattaya carries on from where it left off- still broken and floods after a thimble full of rain. The difference will, IMO, be that it's a Chinese tourist city, which is where it was heading anyway. Once the railway from China is opened expect the horde to really arrive.
