webfact Posted September 24, 2020 Share Posted September 24, 2020 Parliament delays vote on charter changes, sets up study panel Parliament has voted overwhelmingly to set up a joint committee to study motions seeking amendments to the Constitution in a move seen by the opposition bloc and anti-government protesters as a delaying tactic. Hundreds of protesters rallying outside the chamber shouted in anger after hearing about the vote. Members of the House of Representatives and the Senate voted 432-255 with 28 abstentions to set up a committee to study the motions and report back to the Parliament within one month. Pheu Thai and most of the opposition parties boycotted the 45-member committee. The vote followed two days of intense debate on the six motions seeking to amend the Constitution. webfact Posted September 24, 2020 Author Share Posted September 24, 2020 Speaker says he was led to believe there would be a vote on constitutional amendments Thailand’s Parliament President and House Speaker Chuan Leekpai said Thursday night that he was duped into believing that there would be a vote today on each of the six motions proposing constitutional amendments. He told lawmakers at about 8.30pm that he was prepared for the vote, only to learn that the joint sitting of the Senate and the House had, instead, voted to set up a special panel to study the motions within a month, before returning them to Parliament for a new round of debate. He told lawmakers, who thought they had been duped, that he, too, had been duped. He then told them to take care not to get infected with COVID-19 during the long recess, before he read a Royal Command announcing the closure of the parliamentary session. Instead, a committee was set up to study the motions for Constitution amendments ahead of a vote on the motions in one month’s time. Opposition Pheu Thai and Move Forward MPs walked out in protest after MPs and senators voted 431 to 255 to postpone the amendment vote and then 432-255 to set up the committee. To pass, a motion needs the votes of at least 84 senators. The committee set up to examine the proposed amendments will consist of 45 members – 15 senators and 30 MPs from the opposition and ruling coalition parties. Pheu Thai and Move Forward refused to nominate members from their parties. A rally of about 1,000 protesters gathered outside Parliament to press for charter change.
