I highly doubt people are gonna go there who are already here. Seems really silly and will kill Phuket more. If an outbreak happens there that place could get stigmatised forever. It's not like Guangzhou is a frozen wasteland, after all, it's what was known in colonial times as Canton and its climate is sub-tropical. So why are these Chinese so desperate to come here? If they have to do the first 14 days in quarantine, they surely would stay on for another 2-3 weeks minimum after quarantine to make their holiday worthwhile. Lots of beach spaces, and if they do the bus tours right, the exposure to lots of Thais can be avoided. Boat tours can be arranged to swim destinations, and designated spots to help limit the risk as well. This is Thailand though, so time will tell, how it will all be handled.
