But, many let them out on the streets to cr_p and rummage around. I reckon many don't return, the packs I have seen roaming, some have collars..... Then it's a superhuman response, close the country suffocate a large segment of the economy plunging a few million into instant poverty. Is this starving out the soi dogs too? The relatively benign covid - well it doesn't affect Thais by all accounts since loads of Chinese came in and hardly anyone got hurt - response is all about face.
