No, they're not. There's just Chinese minorities all over South East Asia. And most of them don't even speak a word of Han Chinese.

HunSen Signed an aggreement in 2018   cedeing economic development control of 120km of Cambodian coastline to China with   permission to build  a new commercial port and the world biggest naval base and 2 military airfields  for eclusive use of Chinese Navy ,Army and Airforce and station up to 75,000 Chinese troops on Cambodian soil ,,,

 

Cambodia is  fully in China's pocket and control

So what? 

Do you remember what Cambodia looked like 50 years ago? It was a nightmare for many Cambodians. 

China at least offered them contracts to get out of the mess, and now you - the inventors of capitalism - complain that they act like capitalists. That's not fair. If you gamble you must be able to accept you lose.
