Thais are programmed from birth to be reactive not proactive. Therefore nothing ever changes. Sure some politician or high up local public servant may come up with a solution and even get allocated money to tackle the problem, yet the money disappears. We all know why. 1

Jimbo2014
This is why I have been arguing its better to spend money on Submarines rather than flood protection. Soon Prayuth can buy everyone on Thailand a submarine and hey presto - no more flooding problem ????

Every year there is drought and the cost of the subs will increase due to the need to install wheels.
