Thais are programmed from birth to be reactive not proactive. Therefore nothing ever changes.  Sure some politician or high up local public servant may come up with a solution and even get allocated money to tackle the problem, yet the money disappears.  We all know why.

I sense a flaw in your argument. Every year there is drought and the cost of the subs will increase due to the need to install wheels.
