You can but it takes a while before it is approved according to recent posts about.

Also the reports of being able to get a COE for a new application are mixed in the results. You need to contact Thai Elte about the latest status on doing it is.

Received from thailandelite 3 days ago along with an offer to delay visa activation to 30 December 2020.

As Thailand Elite visa holders are not firmly guaranteed to enter Thailand at this moment because the entry into the Kingdom of non-Thai nationals permission will be under the consideration of the Ministry of Foreign Affairs and after you have affixed Elite Visa, you are required to join the Thailand Elite Member Quarantine program (TEM-Q program) for the endorsement from the Ministry of Foreigners Affairs and Centers for Disease Control and Prevention (CDC), prior to receiving the Certificate of Entry (COE) at the Royal Thai Embassy in your country, to visit Thailand which the whole process might take time.
