I think though, in "Thai style", they start the celebration on the evening before the official date. I notice that with other celebrations like birthday parties where they'll have the big (public) party the evening before the actual birthday. (Like people celebrating on Christmas Eve or New Years Eve for example). The Full Moon is scheduled to be at 21:49 on 31 Oct, which, traditionally, would be the start of Loy Krathong. As it isn't a public holiday (for some unknown reason), I guess nailing down the exact date for it isn't seen as being that important.
