It is not illegal to bring in that amount of cash, as long as it is declared and proof of source is required. Bet there's was all illegal money !

other than currency control issues, the word "confiscated" provokes questions. 
Is it illegal in Thailand (apparently they were captured on Thai soil)  to have made money gambling in another country? 
or having been convicted in another country? 
or being accused (without presenting evidence) by another country ?
