Documents screened by US local carrier?

This is actually a two-part post.

 

The first part asks where are documents checked when flying on a single ticket that starts with a local carrier that connects with one of the approved "semi-commercial" carriers in the US? The US airline and the international airline have a code-sharing arrangement. Say, if you check in at Salt Lake City for a local flight to SFO and at SFO transfer to the intl airline, would the local airline check your documents when you board in Salt Lake City? And does the 72-hour clock apply to the Salt Lake City departure or to the SFO departure? By documents, I mean the Thai requirements.

 

The second part refers to the check-in process for a semi-comml airline. Seems like they don't look for a visa or AQL booking. This is exactly what appears on the check-in system that the check-in agent would see on her screen:

  - A CERTIFICATE OF ENTRY ISSUED BY ROYAL THAI EMBASSY, AND                  

  - A FIT TO FLY HEALTH CERTIFICATE ISSUED AT MOST 72 HOURS                    

  BEFORE DEPARTURE. THE CERTIFICATE MUST BE IN ENGLISH.                        

- PASSENGERS ARE SUBJECT TO MEDICAL SCREENING AND QUARANTINE.                  

- VISITORS WHO ARE VISA EXEMPT BUT DO NOT HOLD RETURN/ONWARD                  

  TICKETS COULD BE REFUSED ENTRY.                                              

- VISA EXEMPT NATIONALS MUST HAVE PASSPORTS AND PASSPORT                      

  REPLACING DOCUMENTS WITH AT LEAST HALF AN UNUSED VISA PAGE                  

  FOR ENTRY/DEPARTURE ENDORSEMENTS BY THE THAI IMMIGRATION                    

  SERVICE.

If the first leg of the flight is domestic with a new check in for international flight then I would expect that the check will occur at the point of check in for the international flight. If, however, you are able to book straight through initially (being issued boarding passes for the entire trip and not having to check in again) then it would occur at the initial boarding point. But this is just what seems logical to me, best to check with the airline.

 

Re your second question, they check for a COE from Thai Embassy. You can't get that without ASQ booking and valid visa or re-entry permit - the Embassy checks all of that before issuing the COE.  (The airline may also check visa even thouygh not mentioned on the screen as that is standard procedure).
