It would be a good idea to tell foreigners they are welcome if immigration automatically extended 1 year extension for an extra one year. It would make it easier to get them all back when covid-19 crisis is over But they would probably don't even think of it. Those whose extension expires when they are abroad lose everything and will have to ask for a new visa with all the paperwork the day when they will want to come back.
