Best would be for them to actually check the carryon baggage like they do in the Philippines.  If it is over the weight and size you must check the bag or reduce the weight of the bag if its the right dimensions.

...and in the end, it all ends up as cargo and the same weight inside the airplane.

Not to mention that it is illegal to import animal products into Thailand without a proper permit.

Why was the beef not confiscated by customs agents and destroyed on entry as per standard practice?

This happened way back in 2009 and beyond the perpetual low-hanging fruit of cigarettes, I don't recall Thai Customs being all over imported anything back then and their restrictions on the import of any foodstuffs are far more recent. Anyway, once it was all back on the ground in Thailand and being the big cheese of the airline, I am pretty confident that none of his alleged 43 items of baggage went anywhere near a bloody baggage carousel or out the front door.

I suppose it makes a good headline but do you really think anyone would be jailed for not paying excess baggage. He was the top man in the organisation and no doubt he would have no hesitation in overruling anyone who questioned him, he was the Boss.
It is obvious that he has definitely upset someone with power and this is the result, don’t worry about him too much , he will no doubt evade any unpleasantness. Money talks and he must have a good fund for emergencies gained over the years of commissions.

What about the custom department who let him pass with all this extra luggage and illegal import of beef? Are they in jail as well or did they appear before the judge? What about the police guy with his pistol?

They knew who he was.

Face saving in play.

A "corruption" charge that involves only 1 "Big" name, and conveniently leaves the other "Bigs" out is always good.

Cast some bone for the dogs, they may get busy for a while.

The state airline didn't bankrupt from 300kg excess weight carried.

For example, what was the jail terms handed out to those in the RR engines bribery?

Anyone?

Crickets,  This is a blurb from an article on the bribery

A hint of prosecutions of those individuals involved is too vague to assess whether the public interest has really been served. "A fine is insufficient as a punishment and deterrent, because at face value, it sends an unfortunate message that large companies can escape criminal prosecution by paying their way out - somewhat ironically for a bribery case.  So in essence no prison time from what I see.  Kobe Beef is more important than the engines apparently.

Sorry but two years in jail for dodging excess baggage fees smacks of selective application of the law. At most he should had had to pay the fees, and maybe a fine.

Guessing he was part of another administration?

Meanwhile how's that Thai Airways-Rolls Royce bribery scandal progressing?
