webfact
Pattaya: Drainage projects deserted as residents fume Picture: Sophon Cable TV Sophon Cable TV reported that two major projects to improve drainage in Pattaya and still not remotely finished. Residents are furious and despite millions of baht in budget there is little progress. In fact some aspects of work in Soi 45, Soi 5 Thanwa where there is an 8 million baht project and on the railway road where 91 million baht is being spent on a pumping station, have just been left unfinished. The soi 45 work was meant to have been finished between July and December last year. It still has not been completed. Picture: Sophon Cable TV The pumping station work was meant to have been completed over 510 days and done by now. Similarly this work at Khao Talo is still not completed. Sophon reported continuing problems between City Hall and a company called Prosper Pollution. Yes it was packed with a huge amount of people. I saw they still have the water pumps deployed at soi 6.1 to make up for all the engineering problems with Beach Road drainage. 4

Popular Post Kerryd
Over the years I've been here, this seems to be the standard business practise. Bid on a contract (maybe make a "donation" or two to win the contract), then work overtime to find ways to cut corners and maximize profit, then simply abandon the project and walk away when there is no more money to be made. The gov't then frets and moans and finally tenders a new contract to complete the project. The process above gets repeated. Again. And again. Eventually, years down the road, the job finally gets done. Or not. For example, look at all the highway overpass/ramp projects in various areas that have been left incomplete/abandoned for years. Every time I take a trip around the country I see everything from the base structures to half complete ramps that suddenly end right above a major roadway. No people and no equipment in sight. Simply abandoned. No one apparently is ever held to account for the boondoggles. Not the gov't. Not the contractors. Accountability seems to be a foreign term here and with the defamation laws they have, no one dares criticize anyone over any failings for fear of being charged and sued, even if every word they say is 100% true ! That drainage project along the railway bypass has been going on for something like 2 years now (longer actually). If you look at the Google Map pics, I think they date to Feb 2019. The work started quite awhile before that though. Remember the topic came up a few months ago in the rainy season after a short, heavy rainfall left a part of the road almost neck deep in water (and that woman's car had floated off the road and into the ditch by the railway tracks). Feb 2019 July 2020 Feb 2019 July 2020 You can see in the last 2 pics where there are 2 concrete barriers missing on the right side of the road. I think that is on purpose, to let the water drain into the ditch between the road and the railway. That is where the woman's car ended up going through. As you can see above, the only progress made between Feb 2019 and July 2020 (16+ months) is they filled in around what looks like a drain pipe. After the photos of the woman's car floating in the ditch (and her and some guy wading through chest deep water) there was an article with some pics of a whole whack of city officials inspecting the area. It seems that's all they did. Had a look, had their photos taken, then went away. After all, it looked fine when they were there so what's all the fuss about ? Like the drain pipes they "found" under Walking Street last May. "Hmmm, it hasn't rained in weeks and we just found some empty pipes under the street that must be useless as there's nothing in them." A few months ago I noticed that the barriers on the railway road had been moved to allow 2 lanes of traffic, but you've got to be careful in the left lane, especially on a scooter, as there are large hunks of road surface missing in places. I suspect it'll take something major to happen (like an accident or the road washing out/collapsing) before anything else gets accomplished there. Remember how long that project on Soi Siam Country Club took ? I see that they've blocked that road off just before it goes under the Highway 7 ramp. Not sure what work they are doing there now. Got to cross over to the 3240 to get around the reservoir on the North side now. Probably won't take more than a year or two for them to finish whatever they are doing there I imagine. Oh yeah. This shi* has been going on long before Prayuth took control of the country. Before Thaksin was PM as well. The current PM had the power to make changes while the army was in control, but didn't. Ended up being the same shi* in a different pile so's to speak. There's only one way shi* like this finally gets sorted but Thailand isn't close to being at that level yet.
